Has anyone had any success creating a custom check-in policy?

With this post, I appeal to anyone to reads this blog:  help me!  :)

Using the latest version of the extensibility toolkit, I've been trying to recreate the custom check-in policy example.  However, I can't get my policy to show up in the window where I can add it to the project as an active policy.  I've added the registry key, which points to my .dll file.  The registry key name is the same as the .dll file, without the .dll extention.

I've also posted a question at the forums, but no one has responded yet:

So, anyone done this successfully, and if so, have any words of wisdom for me?  Please leave a comment or click the Contact link to let me know what you suggest.
